Last Friday, the Russian Federal Service for Supervision of Communications, known as Roskomnadzor (RKN), it is known that the encrypted communication App Telegram prohibit. Three days later, they carried out this prohibition, then, by blocking various Internet Service providers ordered access to the App.
With this attempt, the Russian authorities blocked, however, approximately 20 million IP addresses, mainly Google’s and Amazon’s IP addresses, instead of the intended IP addresses of the Telegram. The following diagram makes this clear in more Detail:
For this reason, there have been reports of Telegram users in Russia that the App function is still fully operational, although the user used a virtual Server (VPN) or other Proxy services to bypass the RKN-ban.
At the same time, users of other services, which had to do with the Telegram is nothing to have suffered due to the ban. Everywhere in Russia, cases of Website / App have reported crashes due to connectivity problems with Amazon Web Services (AWS). Among these applications, Viber, a Messaging App that captured shortly after the prohibition of interference in the case of In-App Call.
Some Viber users in Russia are experiencing issues making and receiving calls on Viber. This is due to the problem experienced by a local cellular operator connecting to Amazon Web Services. Our team is working directly with them to restore services to affected users.

In his post, Durov admitted that in spite of the 15 million Russian users, will be affected by the ban, and that these make up only 7 percent of the total number of Telegram users, and the ban will be liable thus no serious long-term effects on the App will have. Nevertheless, it is important to him, “to fight for personal reasons” for these users.
Furthermore, he announced that he would make sure to donate to various VPN and Proxy services, that all Russian users can use the Telegram App.
“In the context of the Digital resistance [Digital Resistance] – a decentralized movement for the defence of digital freedoms and progress – I started Bitcoin-to pay donations to Proxy and VPN administrators. This year I’m donating a few million dollars of personal funds for these purposes. I urge everyone to join and participate in Proxy / VPN Server or to support their financing.“
RKN, the authority will cancel only if the Telegram passes the encryption means in the Russian National security authority. Durov, Telegram “is not even swore that on sale”, will agree but never.
“We have promised to our users 100% privacy and would prefer to adjust our service as our promise.”
