The decision is a spanner in the works for Ghelamco, that still hopes to be on the spot in a stadium to build.
The city council argued, however, that the continuation of the project in the current legal framework has become impossible for Ghelamco. Moreover, would the launch of negotiations over a new project be unlawful in the light of the rules for public procurement contracts. The new project would in fact deviate significantly from what previously was described.
